Manhole covers missing

Flint, Mich- Over 400 manhole covers and grates have been stolen from city streets. They figure they are stealing them and getting 20 bucks at the scrap-yards and it is costing the city about 200 bucks to replace them.

Police report that they can leave holes up to 35 feet deep! They have figured out how to put special bolts to lock some of them. Bolts that they only have the key to! Who would have ever figured! Watch where you are walking!
